Announce of starting Pre load Air Cargo Targeting (PACT) Program operation for Canada

Thank you for your continuous patronage to ANA group.
In October 2024, the Canadian authorities will introduce a new safety and security program called the "Pre-load Air Cargo Targeting (PACT) Program". Under this program, all shipments to or through Canada will be required to declare to the Canadian authorities advance information about the cargo they intend to carry, similar to the ACAS program for the United States.
We are preparing our processes and systems to ensure compliance with the requirements. In order to comply with the requirements of this new program, we would appreciate your cooperation as follows
1. Subject shipment
All shipments destined for Canada or on board aircraft transiting through Canada
*Cargo entering Canada by land, such as road feeder flights, is not eligible. However, please note that shipments via the U.S. are required to meet the requirements of the ACAS program.
2. Request
Please provide the following information because it is necessary to send to Canadian authority before loading to aircraft.
・Airway Bill/House Airway Bill number
・Shipper's name and address (including country/state/city/zip code)
・Consignee's name and address (including country/state/city/zip code)
・Item name (specific name, not generic)
・Total number of pieces in the shipment
・Gross weight of shipment
・Item name (specific name, not generic)
・Total number of SLACs in the shipment (if any) *The number of SLACs is required if the shipment is to transit the U.S.
3. Applicable start date
1st October 2024 (Japanese departure base)
*This program is scheduled to begin in October 2024 (tentative), but we will make it mandatory from October 1 (Tuesday). No penalties, including fines, will be incurred between October 1 (Tue.) and the start of this program, but after the start of this program, shipments transiting through or arriving in the target countries will be required to be handled. We would appreciate your cooperation from the above start date to confirm the status of the program in our system. We will notify you of the exact start date as soon as we are notified by Transport Canada.
4. When applying by customer
①Please submit the HAWB data to PACT in advance and confirm that received " Assessment complete" responses from Canadian authorities without problems before deliver the shipment to ANA.
②The following indication must be entered in the Handling information column on MAWB.

(Name of Agent) has transmitted HAWB PACT Data directly to Canadian authorities, and has received approval without any problems.
③If you received some No permission message from Canadian authorities after the shipment delivered, please notify us as soon as possible.
④ANA might charge to you for penalties and fines imposed on us by the Canadian authorities if it is arising from customer's negligence.
5. Other
(1) We will not use the MAWB/HAWB information submitted from the customers for any purpose other than transportation and not disclose it outside parties including authorities unless instructed from the authorities.
(2) From the flight departing from Japan on October 1, 2024 (Tuesday) until the start of this program (date to be determined), we will accept the aircraft even if the required information has not been submitted. However, if the required information has not been submitted after the start of this program, we will not be able to accept the aircraft as checked baggage or carry it onboard. We will not be responsible for any delays caused by the customer's negligence.
(3) If the authorities in the target country impose the penalties or fines on us, and in case it is caused by the negligence of the customer, we may charge the fines to the customer. We appreciate your understanding in advance.
(4) Please submit the specific Shipment Description to prevent the delivery delay or the penalties from the destination authority.
(5) In the case of consolidated shipments, if one of the HAWBs has not been approved by the authorities, the entire MAWB in question will be withheld from the shipment.
(6) We will inform you as soon as it happens about the changes in the system or the requirements from Canadian authority.
(Reference) About the Pre-load Air Cargo Targeting (PACT) Program
Pre-load Air Cargo Targeting (PACT) is a new program introduced by Transport Canada to enhance air cargo security. Under the new program, airlines will be required to transmit advance cargo information (FWB/FHL) to the local authorities and obtain permission to load cargo before it is loaded onto an aircraft.
Procedure for Loading Permitted
(1) Airlines Send electronic data of Cargo advanced information (FWB/FHL) to Canadian authority
(2) Canadian authorities conduct screening based on prior information and send back to each airlines.
(3) Airline staff confirm to get permission to load shipments.
(4) Start building up shipments on ULDs.
※ It's necessary to take separate measures for unscreened cargo and cargo that has been judged not to be loaded as a result of screening.
